Miguel Vargas was born into a middle-class family in Cochabamba, a city often seen as the heart of Bolivia's political activism. Miguel became widely known among the Bolivian diaspora during 2020 for his online political activism. Since 2020 Miguel has emerged as a unifying figure for Bolivia's diaspora opposition. His campaign emphasizes a need for a balanced approach to development, combining modernization with respect for Bolivia's diverse cultural heritage.

Miguel's online activism has gained traction among younger voters, urban professionals, and rural communities disillusioned with the traditional left wing elite. In the coming months Miguel Vargas will campaign for the Presidency of Bolivia. A democratic and prosperous Bolivia is the cornerstone of Vargas 2025, and is the driving force behind his ambition to run for President. His campaign will mark the first time of his return to Bolivia since his family left in 1975 to build a life in Spain. ​
Miguel stepped away from his career as an economic policy advisor to found the Progressive Movement of Bolivia in 2024. He is an economist by training and profession, and served as an external consultant to the World Bank, the World Trade Organization, and the United Nation's Conference for Trade and Development. He has spent the past decade advising developing countries on achieving economic growth through policy changes and public sector reform. His experience in economic policy and international diplomacy prepared him for the challenges of public office, and implementing necessary economic and political reforms he feels Bolivia desperately needs. This will be the first time that he seeks to serve in public office.​
Miguel earned his bachelor’s degree from the University of Barcelona in Spain and has a master's degree in economics from Boston University in the United States of America.
Miguel is a devout Christian, and allows his faith to guide him both in his professional and private life. He is married to Lucia, a human rights advocate and lawyer. They have two children. Miguel in his free time enjoys hiking in the Andes and playing charango, a traditional Bolivian instrument.
